  • The Rules of Engagement prohibited soldiers from firing their weapons unless
    • They are positively identified as enemy
    • They open fire first and are not obviously friendly
    • They fail to stop when challenged and are not obviously friendly
    • By night they approach a position and are not obviously friendly
      • If in doubt do not shoot.
